About the SRO Grant
The SRO Adequate Coverage Grant is a non-competitive, State-funded grant program designed for local school systems and law enforcement agencies located within the State of Maryland. The main purpose of the SRO Adequate Coverage Grant is to provide funding for School Resource Officers, adequate coverage, and School Security Employees. To be assigned as a School Resource Officer or School Security Employee, an individual must meet the conditions as outlined in MD. Code Ann., Education Art. §7-1501(j)(k) of the Safe to Learn Act and COMAR 14.40.04.03.

FAQ for SRO Grant
No, the eligible applicants for the SRO Adequate Coverage Grant are the local school systems (public schools) and law enforcement agencies.
- A School Resource Officer (SRO) is a sworn law enforcement officer that can provide adequate coverage.
- A School Security Employee (SSE) is an individual employed by a local school system to provide safety and security-related services at a public school. SSEs do not provide adequate coverage.
Yes, SSEs are required to complete the MCSS Safety Model SRO Training.
Does a Memorandum of Understanding have to be submitted at the time a local school system or law enforcement agency submits the SRO Adequate Coverage Grant application?
Yes, however, if the agreement does not exist at the time of the application, the requirement must be met within 60 days of the award date of the grant. No grant funds will be reimbursed until this requirement is met.
Yes, training costs cannot exceed five (5) percent of the allocated amount per school facility. Equipment costs cannot exceed two (2) percent of the allocated amount per school facility.
Since these are not competitive grants, the allocation for each local education agency is determined by statute and provided in the NOFA for each Grant. Please refer to the “Allocation” section in the Safe Schools Fund Grant NOFA for the allocation amount per local education agency. Refer to Appendix 1 in the SRO Adequate Coverage Grant NOFA for each jurisdiction’s allocation.
Yes, Law Enforcement Agency grantees requesting reimbursement shall include the payroll report to support wages or overtime wages related to SRO or adequate coverage, in addition to the officers signed timesheets.
Yes, the payroll report showing the SSE salary and the SSE timesheet report from the timekeeping application used by the school system for SSEs should be submitted with the reimbursement request.
